I don't see why this won't simply work in the normal way; you create the link in the article editor with a normal hyperlink.

A link like:

Hi!
Well, I have done but it doesn't work.
Please, let me to explain better using some images.

As you can see I have a correct configuration.

But when I try to Upload then I get the message "The file type is not supported".
However, then I have loaded the file directly in the folder Documents using "File explorer" of Windows.
And I have inserted a link to the file in my article.

As you can see, in the user side appear this:

But when I try to click on link then I get this:

Forbidden
You don't have permission to access to this resource.
Apache/2.4.58 (Win64) OpenSSL/3.1.3 PHP/8.2.12 Server at localhost Port 80
